In August 1977, Ted Owens visited Jeffrey Mishlove in San Francisco.
During that time he attempted to notify the local newspaper, the Chronicle,
that
it was his intention to end the drought that was, once again, plaguing
the state. However, he was actually thrown out of the newspaper office
by the police -- who considered him a nut. In response, he said that
he would have to teach people a lesson by creating fires instead.
Within weeks, a thousand forest fires had been triggered by lightning.
