of Cape Charles, Virginia, who told him that in June 1977 Ted Owens telephoned
him with the warning "to get into my police car and drive away from here"
because Owens planned to bring a hurricane to the area. Within a
week, this freak storm -- totally unexpected by the weather forecasters
-- struck the area.
